The acting Minister of Finance, María Jesús Montero , demands an adjustment plan to the Junta de Andalucía for an excessive deficit inherited from herself and from the whole of the Government of Susana Díaz , as evidenced by the underground clash that both have maintained these days both administrations

According to EL MUNDO, the Ministry of Finance has been able to reconstruct the Board of Andalusia on September 27 - currently governed by PP and Citizens - that the final closure of the 2018 accounts throws a surprise: the autonomous community did not meet the objective of deficit as it was believed, but exceeded it by 151 million for expenses added later .

Therefore, the Ministry points out to the Andalusian Minister of Finance, Juan Bravo , that "it must formulate a financial economic plan that will allow for the achievement of the objectives of budgetary stability, public debt and spending rule in the following year " . He claims to adjust especially the Andalusian debt. In addition, Montero offers to benefit from the extraordinary remnant of the end of the year of the autonomous financing funds, also distributed to the Valencian Community and Murcia, to spend the drink.

This is the usual procedure of the Ministry when a community skips the deficit rule, but it is a unique case because of the identity of the protagonists. In the letter of the Ministry, it is emphasized that when the Executive of Susana Díaz transferred powers this year to that of Juan Manuel Moreno Bonilla, such a diversion did not exist. "This deviation from the deficit of 2018, which stands at this date at 0.51% has occurred after April 2019," said the letter, according to sources from the Andalusian Junta. "In this sense, during 2019 they have faced payments related to litigation associated with the aforementioned concession that, this Community understands, entails the required readjustment of reduction of the imputed debt," he adds.

The Seville Metro is a hole in the Board's accounts since in 2011 the consortium of the Andalusian capital's subway, headed by the construction companies Sacyr and ACS, denounced the Board for non-payment of extra costs in the work. Already in 2017 - and being Montero Minister of Finance - the Superior Court of Justice of Andalusia condemned the Andalusian Government and Susana Díaz turned to the Supreme Court in a final attempt to avoid compensation. Finally, before Díaz left office, the High Court confirmed the conviction. Montero had left the counseling months earlier, in July 2018 to become Minister of Finance, but when he made the Budget for the year he knew the true risk of losing that litigation.

Andalusian Board sources add pharmaceutical expenses that should have been accounted for in 2018 as additional reasons for the final breach of the deficit. In its response letter, dated on said day 2, Bravo refuses to avail itself of the remaining state loans, because it assures the Ministry that its treasury management makes it unnecessary, provided that the acting Government fulfills another promise of autonomous financing, that of the Calls deliveries on account . Although Bravo communicated his rejection on the eve, Montero assigned 173 million to Andalusia in the distribution of funds approved by the Delegate Committee on Economic Affairs on day 3. In an official statement the Ministry said: «In the case of Andalusia, which appears as a breach of the 2018 deficit target with the data updated on September 30, the allocation is conditional on the subsequent acceptance by the autonomous community ».
