Nishimura joined the Ministry of Finance at that time in 1963 and served as the head of the headquarters for budget planning. In 1994, he became the head of the banking bureau for financial administration.

Among them, over 680 billion yen of public funds were invested in the former resident and housing finance company that had a large amount of bad debts, and the bankruptcy of Hyogo Bank and Kizu Credit Union, etc.

Nishimura resigned as bank director in 1996, while the criticism of the finance administration of the Ministry of Finance was raised in dealing with the issues of the former Senshu.

After that, the financial industry in Japan faced a financial crisis in which Hokkaido Takushoku Bank and Yamaichi Securities, etc. went bankrupt one after another.

Nishimura, who later served as an emeritus professor at Waseda University, died at home on the 8th of this month due to acute heart failure.
