The Central Administrative Court of Contractual Resources has dismissed the appeal filed by Avoris Retail Division and Halcón Viajes (UTE Avoris Halcón), Mundosenior, against the bidding process convened by the Imserso to contract the Social Tourism Program.

Specifically, the judge dismisses the appeal filed in lot 1, tourism in areas of the peninsular coast. In its resolution, the Court considers that "the Imserso, in the drafting of the specifications, has intended the design of an impartial, objective, automatic and strict system that guarantees the transparency of the bidding procedure , by setting automatic criteria, without require subjective assessments thus avoiding any arbitrary or incorrect application. "

Mundosenior appealed on August 26 the exclusion of its offer in the award of the Imserso contest of lot 1 (peninsular coasts) before the Central Administrative Court of Contractual Resources for a formal error.

Mundiplan -the UTE formed by Iberia, Alsa and IAG7- has been awarded lot 1 corresponding to the insular coast, while lots 2 (Canary and Balearic Islands) and 3 (inland tourism) will be managed by Mundosenior, the UTE formed by Halcón Viajes (Globalia) and Avoris (Barceló).

The resolution ensures that "it must be the concurrent companies that have to complete due diligence the proposed offers that, for lot # 1, are objective data and without requiring additional documentation on which to base their proposals."

"As expressly argued by the contracting authority in its report," insists the Court, "the documentation that accompanies the offer has been examined and does not allow itself to appreciate any contradiction between what is contained in it and what is offered " .

The general director of the Imserso, Manuel Martínez Domene, has indicated that the administrative procedure "continues its course for the execution of the program". The final award of the travel contest was published on August 29.

"We work so that the contracts for the management of the social tourism program are signed as of September 23, " they say from the management, ensuring that the goal is for users to travel from the second half of October.

Second appeal dismissed

It is the second time that the Central Administrative Court of Contractual Resources dismisses an appeal to the Imserso Social Tourism Program for this call. On June 14, he dismissed the appeal presented by the Spanish Confederation of Hotels and Tourist Accommodations (CEHAT) to the specifications of the program, concluding that "there are no reasons that can make the resource prosper."

"It is a priority that pensioners can enjoy the trips and cultural circuits of this Social Tourism program, which has become one of the flagship vessels of our country's social programs," Martínez Domene said.

"The continuity of this program also means ensuring a significant volume of activity during the low season, also guaranteeing the maintenance of employment and thus avoiding the loss of jobs that, without the program, would disappear during this season," he concluded.

The trips of the Imserso, from which almost one million pensioners benefit, must begin in the first half of October and end in the month of June 2020 . More than 300 hotels from all over Spain will participate with 900,000 places grouped in three lots (Canary Islands, Balearic Islands and inland tourism and European origin).
