According to Kommersant, the document involves amendments to the laws on the collection of debts of individuals and microfinance activities.

According to the initiative, the creditor will be obliged, before transferring the debt to a third party, to offer it at the same price to the debtor himself.

It is assumed that such rules will apply only to bona fide borrowers and will not affect malicious defaulters.

Earlier it was reported that in the first half of 2019, Russians borrowed 4.5 times more funds from banks compared to 2010. According to experts, the volume of loans held by the population reached 16.2 trillion rubles (+ 8.98% for the first half of the year).

It was noted that the level of overdue debts on consumer loans over the past three years has decreased from 8 to 4%.
