The administrative division of the Seoul Administrative Court is sentenced to a first instance of a lawsuit for cancellation of revocation, including a correction order issued by Facebook against the Korea Communications Commission.

The KCC decided that Facebook changed its server access path from late 2016 to early 2017, slowing down the connection speed between SK Broadband and LG U + users. .

It applies the 'User Infringement Act' which is prohibited under the Telecommunications Business Law.

Suspicions were raised that Facebook, which was negotiating network fees with SK Broadband at the time, was deliberately slowed down with a pressure card.

Facebook filed an administrative lawsuit against the charges, saying it had no intention of causing user inconvenience. The court ruling is issued today after a year and three months of court trials.

The ruling is expected to have a significant impact on the negotiation of network fees by foreign IT companies.

If the KCC wins, global content providers who have servers overseas cannot escape the responsibility of ensuring that domestic users can access them smoothly.

The domestic industry, such as Naver and Kakao, pays network operators tens of billions of dollars each year.
