During the special labor-management investigation to find out the truth of the death of late Kim Yong-kyun, the preliminary investigation was released after four months of activity.

The commission made it clear that Kim Yong-kyun's carelessness was the cause of the accident.

On the conveyor side in question, 11 months before the accident, the power plant, Western Power, asked for the improvement of the facilities, but it was based on the fact that it was not achieved.

The agency said that the subcontractors were not their own facilities because the workers were not their employees.

The Task Force advised the government that outsourcing of the power generation industry and the withdrawal of privatization are necessary to prevent accidents from happening again.
