Palestinians Stack Sacks of Flour in Front of UNRWA Distribution Center in Bureij Refugee Camp in Central Gaza Strip, July 31, 2019. SAID KHATIB / AFP

An internal and confidential report revealed this week serious ethical failings at the summit of the UN agency in charge of Palestinian refugees in the Middle East. This investigation reports, among other things, "nepotism, reprisals and discrimination". Charges that directly target Pierre Krahenbuhl, the UNRWA Commissioner-General and his entourage. In response, the UN announced that it has appointed a new deputy commissioner. But this minor change is not a punitive measure.

Officially, the Assistant Commissioner-General of UNRWA was replaced in extremis this week. In fact, she had resigned a few days before the leak of the internal investigation accuses the assistant of having facilitated the recruitment of her husband to a higher paying position.

This damning report also points to another assistant to Pierre Krahenbuhl, propelled to the position of Senior Advisor after having established a relationship with the Commissioner General.

Contacted by RFI, the spokesperson of UNRWA confirms that this counselor is still in office. Yet accused of " mismanagement " and " abuse of authority ", Pierre Krahenbuhl refuses to express himself, even though his image is seriously damaged.

Two major donors, Switzerland and the Netherlands have suspended their additional contribution pending clarification. A new blow for this UN agency in charge of 5.4 million Palestinian refugees in the Middle East. The case comes less than a year after the total suspension of US funding .
