The ceasefire concluded between Russia and the Damascus regime on the province of Idleb was largely respected on Friday, August 2, according to the Syrian Observatory for Human Rights (OSDH). However, some shells and shells have been reported.

For the past three months, Russian and Syrian planes have bombed this region of the north-west of the country almost daily. Officially to fight the jihadists of Hayat group Tahrir al-Sham , who control the region. But in Idleb, there are mostly 400,000 Syrian refugees. 790 of them have reportedly been killed in bombings in recent weeks.

Humanitarian doctor and head of training at the Union of Relief and Medical Organizations (UOSSM), Raphael Pitti returned from Syria two weeks ago, he denounces the fact that these bombs have mainly targeted sanitary facilities.

" Since April, the bombings are incessant. These bombings are indiscriminate with a real desire to terrorize the population since the targets are essentially the health targets, ie hospitals, ambulance centers and primary care centers. In total, more than 54 health centers were destroyed. It's also schools . "

Dispersion

But the problem is not only the destruction of health infrastructures, it is also the extreme conditions in which people find themselves forced to flee and left to themselves, in the middle of nature.

" People are trying to escape these bombings and take refuge in the countryside, that is to say, they also escape the humanitarian aid because, there, they scattered under the olive trees. It is extremely hot right now in Syria. There is no possibility of water supply and people are in a very precarious situation to flee the bombing. There are more than 400,000 who have escaped from the camps and escaped to the countryside and were dispersed to avoid bombing .

UN Commission of Inquiry

And if the UN announced the opening of an investigation into these bombings, the doctor Raphael Pitti wonders about the relevance of this investigation, since it will undoubtedly be under the supervision of the Damascus regime .

" Since the regime is considered legitimate, no UN investigator can go to Syria without going through Damascus. And so, he will first land in Damascus. And it is Damascus who will have to organize and accompany this commission of inquiry. During this period, there will be no bombing. In areas that are in rebel hands, the regime will say "I can not keep you safe and if you want to go, go ahead". And they will leave them alone as has happened in that area when the chemical was used. So in fact it does not work, it does not make sense. Going to check that there has been bombing is to be in front of structures that have been bombed. The regime will say "it is not us, it was before, question the population" . "

The humanitarian does not wonder if UN investigators would not do better to go through a player in the conflict, such as Turkey. " But anyway, there were 12 poles of Turkish observation, could not the UN interrogate the Turks on these bombings because they are there precisely to verify the de-escalation situation ? So why is there a commission of inquiry that will be under the control of the regime? I wonder what it will serve .
