As is well known, Angela Merkel - like Markus Söder - wanted tough measures at the last meeting with the Prime Minister, but could not find a majority.
At first it became clear that schools and shops could be closed between Christmas and January 10th.
Restaurants, hotels, sports facilities and stages are already there anyway.
But that was not enough for the Chancellor and Söder.
