The State Duma approved a project to ban the transfer of debt collectors for utilities

At the plenary meeting, the State Duma adopted in the first reading a bill prohibiting the transfer of the right to work with housing and utility payments debts to collectors. It is reported by the press service of the lower house of parliament.


According to the document, the right to recover remains only with professional market participants, such as the management organization, the HOA, the housing cooperative or the resource supplying organization.

According to the co-author of the initiative, Irina Yarovoy, the project is of paramount social importance.

She noted that its adoption will protect the housing and communal rights of citizens and unify the procedures for their implementation.

Earlier, Galina Khovanskaya, head of the State Duma Committee on Housing and Utilities, commented on the bill in an interview with NSN.
