On June 9, 1995, the Russian Federation and Ukraine signed an agreement on the separate basing of the Black Sea Fleet of Russia and the Naval Forces of Ukraine. At the same time, the status of the main base of the Russian Black Sea Fleet was assigned to Sevastopol. This allowed Russian sailors, despite the difficult geopolitical situation, to preserve their historical basing places. “The main thing is that the Black Sea Fleet does not leave its historical locations, but leaves the legal field of Ukraine and enters the legal field of the Russian Federation,” admiral Igor Kasatonov, who assessed the negotiations between Moscow and Kiev on the division of the USSR Black Sea Fleet, who in early 1990- x was the commander of the Black Sea Fleet.
