In the next two years, two Korea's long-awaited space exploration projects are underway. First of all, next year, there is a test launch of Nuri, a'Korean projectile', a three-stage rocket made with our own technology.

Another is that in 2022, two years later, a spacecraft made by US Space X will be sent to the moon with a Korean-made probe. Simply put, our country sends satellites to the moon. It is a project that is the starting point of the Korean moon exploration plan, and it contains the meaning that our country's field of view extends to the moon.

However, until this process, the Aerospace Research Institute (hereinafter referred to as anti-incident) has had many internal problems in the past two years. Externally, due to technical differences, it was reported that anti-incident officers and practitioners were colliding, but as a result of the report, anti-community officers manipulated the participation rate freely to researchers, and pressed researchers in unfair ways such as downward evaluation of researchers' performance. Turned out to be.

● Participation rate of researchers randomly pays allowance differentials

Through internal audits last year, it was confirmed that Choi Woo, who was in charge of exploration for the previous month's investigation, randomly lowered the participation rate of some researchers from 2017 to 2018.

The research allowance is structured by dividing the total amount of research allowance paid to the anti-incident coincidence according to the participation rate and evaluation rating of each researcher. If the participation rate is high, you will receive more benefits, and if the participation rate is low, you will be paid less. Therefore, if the research participation rate of a researcher is lowered, the research allowance for the researcher is reduced.

It is the director's discretion to give researchers low ratings, but the study participation rate should not be adjusted. Eventually, an internal audit confirmed that the participation rate of 36 researchers was lowered.

(Thanks to the report of the audit) "Despite the fact that the research director could not adjust the actual participation rate of the participating researchers at the discretion, the Director of the Moon Exploration Project has lowered the participation rate."

On the other hand, employees with the same research participation rate have reduced the participation rate of others. Rather, you will be paid more. Eventually, 36 of the anti-incidents received less benefits, and 145 more.

However, it was the shortest person who manipulated the researcher's allowance in the end. The amount paid is not as high as 600,000 won, but it is clear that there were victims who received less benefits for unreasonable reasons. Also, depending on the interpretation, it can be considered that Choi was embezzled.

One of the anti-union researchers is looking at the issue as saying, "It is reducing the participation rate of researchers who have raised problems with the lunar exploration project." In the course of the lunar exploration project, researchers were making disadvantages in an inappropriate way to researchers who had technical differences.

The director was warned of the random participation rate. Not only does this matter, he is responsible for the overall problem of the lunar exploration project, and Choi is currently unemployed and has been sent to other departments.

In the process of redistributing the allowance according to the existing participation rate, Hang Woo-Yeon recently received an agreement to recover the allowances paid to the employees.

● Frontline researchers are responsible for delaying the exploration of the moon. "Unable to receive research allowances"

Similar to this issue, from January to May 2019, anti-university researchers had suffered a five-month research allowance for the fact that the lunar exploration project was virtually suspended. It is true that the lunar exploration project was delayed. The original target, the launch plan for 2020, has recently been delayed until 2022.

The decision not to pay allowances was made by the <Exploration Committee for the Exploration and Development of the Moon>, which consists of civilian experts, anti-union, and science and technology personnel. On June 27, 2019, the Lunar Exploration Development Project Promotion Committee decided that it would not pay research allowance as the lunar exploration project was practically suspended from January to May 2019. At the time, the researchers were on their way to work, and they were in the process of solving the lunar probe's fuel and orbit problems, and as a result, they did not.

The Ministry of Science and ICT (hereinafter referred to as the Ministry of Science and Technology), who is the chairman of the Promotion Committee, said, "Hang Woo-Yeon did not achieve his business goals in 2019 and did not achieve his business goals. "The research allowance itself is an incentive (successful compensation) that does not correspond to the labor cost."

As a result, anti-funded researchers were unable to receive a research allowance of approximately 600 million won per person and a total of 140 million won.

● The business was stopped… Although the Ministry of Science and Technology was not responsible and only the researchers were

evaluated as a result of the project being discontinued, the Ministry of Science and Technology, the agency responsible for the lunar exploration project, was not responsible and suffered the disadvantage that only anti-accident researchers could not receive the research allowance.

On the surface, the Moon Exploration Promotion Committee seems to have decided everything, but as a result of the interview, it seems that the breathing of the Ministry of Science and Technology was also very effective. The chairman of the Promotion Committee, which has made the decision to pay the allowance, is in charge of the Ministry of Science and Technology. The Ministry of Science and Technology explained, "It is a conclusion from the promotion committee with 11 civilian experts, and it is not decided by the Ministry of Science and Technology as the chairman of the committee." Was a little different.

At the time, Hang Woo-yeon wrote an agenda not to pay research allowances to researchers himself, and was announced by the Promotion Committee, which was the direction directly presented by the Ministry of Science and Technology during the mid-term announcement of the Promotion Committee. It was also confirmed that the Ministry of Science and Technology ordered the anti-incident to write an agenda to reflect the results of this interim announcement. Civilian experts mainly focused on the technical problems of the orbiter, and most of the research allowances were handled by the Ministry of Science and Technology.

The reason for reporting this issue is to convey the current situation of Korean researchers who work with disagreements, ignore opinions, and even accept financial disadvantages if the business goes wrong because they have different views scientifically. It's not the same story, because the business is wrong, and the widow is responsible. Unlike other businesses, the space exploration project is bound to have many failures due to its nature. Punishment for people who commit wrongdoing in the process of doing business is absolutely necessary, but this situation has only been avoided by researchers who have made the right voice.

As a result, increasing the design weight of the orbiter and altering the orbit to solve the fuel problem was the'right' choice nowadays, as claimed by the anti-accident researchers. It seems that we need to think deeply about the reason why only those who tried to do things in the right direction will take responsibility for the failure of the business and whether it is right to continue this structure.
