• Luis Rubiales The end of a mandate full of scandals
  • The detail that could complicate his defense "He grabs him by the head and has no chance of getting out"

The surprise resignation of Luis Rubiales this Sunday changes the panorama of the scandal that has put his name, and that of Spanish football, in the world foreground. Not much changes for the protagonist, who was already suspended by FIFA and knew firsthand that this temporary suspension was going to become a firm sanction of several years, in the same way that he knew that the judicial process undertaken by the Prosecutor's Office after the complaint of Jenni Hermoso is an unstoppable procedure. But his departure does mean a change for the future of the Federation.

Everything is in the hands of Pedro Rocha, the man whom Rubiales handpicked (the day before the famous Assembly of August 25 he dismissed all the vice presidents except him, knowing that it is the vice president who assumes the direction of the Federation in the absence of the president). Rocha, as president of the Federation, must now decide which path to take, already ruled out the motion of censure that some leaders of territorial federations. And it has two, one of them more likely than the other.

The chain that ties Jenni Hermoso to the resigned Rubiales

The first, and perhaps the most likely and most logical, is to call elections immediately. These elections would be held with the same Assembly that elected Rubiales in 2020 (there was no opposition candidate) and the elected president could be in office until after next year's Paris Olympics. This is explained in article 31.7 of the Statutes of the Federation: "If the President ceases for reasons other than the conclusion of his mandate, the Board of Directors will constitute a Management Commission and will call elections to fill the position; The one who is elected will occupy the position for the time equal to that remaining to be fulfilled by the substituted". In this way, Rocha does not seem the consensus candidate among the current members of the Assembly, and there emerges with more force Salvador Gomá, the president of the Valencian one.

The second possible path is to extend in time the mandate of the Management Board currently chaired by Rocha himself and, arrived at the Olympic year, 2024, to call elections (that, calling elections, is an unavoidable step, now or next year). It would be, then, yes, with a new Assembly, and external candidates could be presented. This solution has the disadvantage that, as a Management Board, they have limited transcendent decisions (for example, it would be difficult to think that a large sponsorship agreement or the sale of television rights could be signed).
