Johannesson was active as one of Sweden's most deserving judges.

In 2018, he got the job as a full-time head of referees at the Swedish Football Association.

Last year was hectic with a series of high-profile refereeing efforts that were widely reported in the media.

In comparison with what happened on - but mainly outside - the Allsvenskan plans this year, there were western fans.

- It has been a super different year.

I have had to take a lot that does not belong to football, says Johannesson.

Theft, fraud and sex crimes

Some events have shaken the elite judiciary.

  •  The first had its origins last season, when the profiled referee Martin Strömbergsson made a comment during the match that Östersund's goalkeeper Aly Keita found offensive.

    Keita reproduced in a podcast this year what was said.

    Following an investigation, Strömbergsson was suspended for the year.

  •  Last summer, a judge was caught stealing a baking machine in a department store.

    The same judge has for some time been suspected of gross fraud and under police investigation.

    It has also emerged that the referee - who has refereed several matches during the season - is addicted to gambling.

  • At the end of the summer, a judge convicted of sexual harassment was suspended.

"Many involved"

For a guild in football where the demands for impeccable behavior are high, the scandals have consequences.

Recently, work has begun to carve out an updated, more comprehensive code of conduct for judges.

- There are many involved, among them lawyers.

It also concerns issues of discrimination and gender equality.

The goal is to produce a code of conduct so that we get black and white what applies, boundaries between what is private and what affects you as a judge.

The idea is that there should be a clear focus and almost finished material at the turn of the month January-February, when courses and continuing education begin, says Stefan Johannesson.

- We do not know exactly how it will be designed, it is a work that has just been started.

It's not just common sense, but there are legal aspects involved.

What can we get and what can we not do?

Excerpt from the police, what is allowed and not allowed?

And what does it show?

If a judge drives too fast and gets stuck in a police check, it has nothing to do with suitability as a judge.

But there may be other aspects that determine suitability and we are looking at that, the referee base continues.
