As one moves down the category, the uncertainty surrounding soccer increases.

If the competition in First and Second has started with clear health rules and protocols, in

Second B there

are too many unknowns that remain one month after the start of the season, and not all have been caused by Covid-19.

The

102 teams

have started training with their sights set on October

18

, the scheduled start day, but

without knowing what competition system will govern

.

The reason is that the pandemic has not stopped the Luis Rubiales Federation's project to create a

Second B Pro

, for which the names of

First RFEF

or

Premium RFEF are being considered

, plus a commercial surname.

With only 40 teams, this

third rung of Spanish football

will be the first professional in federative hands, more attractive and with the capacity to commercialize its

television rights

.

In the fight to be placed in this group, more teams are leaving than planned before the Covid.

The largest category in Europe

The suspension of the competition paralyzed the descents, but not the promotions.

The coronavirus sneaked into the

playoffs

and the four teams that were supposed to play them went up without playing.

From 80 clubs to 102. The Spanish Second B is the European category with the most participants, followed by the Italian Serie C, in which there are only 60. It gives the possibility of accessing LaLiga competitions to teams such as

Atzeneta UE

, which represents to the Valencian population of 1,163 inhabitants, and also to historical teams such as

Deportivo

or

Hercules

, as well as subsidiaries such as Castilla or Barça B.

However, the club surplus and the extra goal added to promotion and relegation has turned the format into gibberish.

What will this new competition be like?

Since the beginning of August, the Second B Commission has been working on a draft that will be approved tomorrow, together with the calendar and the rules of the

five changes

and the 2

0 players called up

.

But clubs can still shape the format.

The only firm decision is that the hundred participants have been divided into

five groups: three of 20 teams and two of 21

(Basque and Catalan).

Each of them is divided, in turn, into two subgroups of ten (two of 11) by

geographical proximity

, taking into account health criteria and to reduce the cost of travel.

In this start of the competition, 18 games will be played.

The first three of each subgroup, that is to say 30 teams, will be the ones that earn the right to have options for promotion to the SmartBank League.

They will merge again into only five groups, already six teams, and

16 of them - the first three and the best fourth - will play a league for the four promotion places

.

How to compensate those who will win the classification as group champions remains to be defined.

The system proposed by the Federation is complicated when it comes to appointing the

40 clubs that will inaugurate the First RFEF

.

The four descendants from Second and the 12 who have not been promoted will have a direct place.

They will be joined by the 14 clubs that, having been among the top 30 of the initial subgroups, were not able to enter the fight for promotion.

In this way, there will only be ten places to be defined, and the proposal is that they be played among the 40 who remained between the fourth and seventh in each of the ten groups of the initial phase of the competition.

The last three will play the relegation.

"But there will be few declines, because Second B will continue to be numerous," they

point out from the Federation.

100,000 euros per club in PCR

This draft is due to be approved early next week after polishing fringes - like what to do with odd groups - but not all clubs like the format to be imposed with hammer hammer.

From

Proliga

, the employers of Second B and Third, who do not sit at the negotiating table, understand that it was not the time.

"In a month we have no competition system, no calendar

or unified health protocol

," says its president, David Jiménez.

Their budgets have been very tight,

without the income from tickets and box office

.

They do not know what capacity their fields will have and inequalities between autonomies are feared.

In addition, they wait for a decision on the

PCR before each game

, because they calculate a cost of 100,000 euros per club.

"The Federation talks about the increase in the allocation for the

Impulse 23 plan

, to 29 million, but there are more clubs to distribute."

They have planned blindly and it only consoles them that the ball is already rolling in the midst of absolute chaos.
