- Not everyone will be happy, some will think that you should be tougher, others will think that you should not shut down Russia at all, but I think this is the best decision that can be made at present, says Stefan Holm to SVT Sport.

How do you see that it is like turning off Russia but still not?

- It's some kind of compromise. You shut down Russia as a nation but allow active competitions under neutral flags. That's how it has worked in athletics since 2016 (and the 2018 Olympics), and it has nevertheless worked reasonably well.

In what way has it worked?

- If you turn everyone off as a collective punishment, the risk is that you will turn off innocent athletes who are not allowed to compete just because they happen to carry a Russian passport. We can exemplify with Russian players in the NHL, who in that case would not be allowed to play Olympic hockey while other NHL players get it. Or Russian tennis players who don't even live in Russia, but in Spain or Florida, shouldn't they be allowed to play the Olympics just because they carry a Russian passport? Or if you see Russian athletes like the high jumper Maria Lasitskene, there is probably no one who suspects her of being doped, and she has also been pretty tough on Russia on social media. She competes internationally under a neutral flag and I think it worked well.

What makes Wada's decision today a reality?

- Russia will probably appeal to the Sports Arbitration Court Cas, but I think this will stand firm in broad terms.

How do you think the IOC will relate to Wada's decision?

- IOC President Thomas Bach said just four days ago that the IOC will comply with Wada's decision, so both the Tokyo 2020 Olympics and the Beijing 2022 Winter Olympics will follow Wada's decision on this.

Do you think it is correct by IOK?

- Yes, I think so. Thomas Bach often talks about "protection of the clean athletes", so there are Russian athletes who can show that they are "clean" so they should be allowed to compete, but under a neutral flag.
