The Court of Sports Arbitration (TAS) has decided to reduce the penalty imposed by FIFA to Chelsea by half by not allowing it to sign, so, having completed this past summer, it will be able to carry out player acquisition operations in the next winter market .

The FIFA Appeals Committee agreed last April 11 to prohibit the London club from signing in two 'windows' by endorsing a decision adopted by the Discipline Commission for violating the rules on international transfers of soccer players under 18.

Chelsea appealed to the TAS , which initiated the arbitration procedure in June, conducted by the Italian Massimo Coccia. The English entity did not request provisional measures, but that the decision took place before the end of this year.

After the hearing that took place at the headquarters of the TAS on November 20, and analyzed the case, the referee, Massimo Coccia, understands that Chelsea violated articles 19.1 and 19.3 on the incorporation of minors, but in a way " significantly lower in number of players (over a third of what FIFA indicated), "and that the breaches of other rules are less serious attributed to the club.

Thus, as indicated by the TAS in a statement issued on Friday, the arbitrator "reduces the penalty to a single transfer period", a circumstance that the blues have already fulfilled this summer of 2019, so they can redo signings in the next market that will begin on January 1 . Likewise, it also reduces the fine by half, to a total of 300,000 Swiss francs (about 273,000 euros).
