Ganus tells AFP that, at best, some Russian athletes, invited by the International Olympic Committee (IOC), may compete in the Olympics. Then happened at the Winter Olympics in Pyeongchang 2018.

- Russia's Olympic squad will be prevented from participating fully in Tokyo. I think it will be so for the games in China as well, says Ganus.

The reason why Russia is likely to be shut down again by the International Anti-Doping Organization Wada, and later also by the IOC and international sports associations, is that test data handed over to Wada has been tampered with, says Ganus.

The commander says that his organization had nothing to do with the data manipulation because they do not have access to that particular database. He believes it is high-ranking people who have carried out the fraud and that the manipulation was done just before Wada was allowed to access the data.

One year ago, Wada claimed the suspension of Russian sport on the condition that one should be able to access Rusada's data on doping tests. In January, later than required, Wada's staff gained access to the laboratory and test data. In the fall, Wada has found flaws and irregularities in the material and has asked Russia for clarification.

"Must clean in own house"

Yuri Ganus himself tried to put pressure on the governing bodies in Russian sports during the autumn and has said that those responsible for the systematic and state-sponsored doping must be removed. Also Sports Minister Pavel Kolobkov.

- What is going on is a tragedy for current and future generations of athletes. Russia cannot continue with its old methods that have exacerbated the doping crisis, he says.

- We must not blame the Western world, that they try to put pressure on us. Russia has to clean up its own house.
