The new tournament will be held in the same way as the two existing ones. The winner of UEL2 will receive a ticket to the next Europa League draw.
In addition, before the 1/8 final of the new tournament, a play-off round will be held. The teams that will take second places in the UEL2 groups and the third in the group stage of the Europa League will take part in it. Matches of the third European Cup will be held on Thursdays.
The new tournament ensures that at the European Cup group stage at least 34 associations will be represented (at least 26). It will be open to all national associations.
The formats of existing European cups will be aligned with the new one in 2021-2024.
Previously CONMEBOL proposed FIFA to hold the World Cup every two years.
