This is stated in a declassified memorandum following a conversation between the then presidents of the United States and Ukraine.

Kravchuk noted that in Ukraine there are nationalists who oppose the president regarding nuclear weapons issues.

“They are few, but they should not be allowed to expand,” he told Clinton.

Kravchuk also stated that nationalists are ready for rash actions, speculate on the situation and worsen it.

Earlier, thanks to declassified documents from the American National Archives, it also became known that Clinton, during negotiations with the first Russian President Boris Yeltsin, promised to work on “close cooperation” between the United States and Russia.
