According to the website of the Ministry of Education, in order to implement the spirit of the 20th National Congress of the Communist Party of China and accelerate the construction of an educational power, the Ministry of Education and the Ministry of Finance decided to launch a high-level vocational school and professional construction plan with Chinese characteristics (2019 —2023) (hereinafter referred to as the "Double High Plan") performance evaluation work.

1. Evaluation object

  The "Notice of the Ministry of Education and the Ministry of Finance on the Announcement of the List of Construction Units of High-level Vocational Schools and Professional Construction Plans with Chinese Characteristics" (Teacher's Letter [2019] No. 14) announced 197 construction units of the "Double High Plan".

Specifically: the construction status of high-level school construction unit schools and two project-established professional groups, and the construction status of high-level professional group construction unit schools and one project-established professional group.

2. Evaluation content

  According to the project management requirements of the "Double High Plan", performance evaluation includes the following three aspects:

  The first is the completion of construction performance.

Assess the achievement of performance goals and completion of construction tasks of schools and professional groups.

  The second is the guarantee and use of funds.

Assess the arrival rate of construction funds, budget execution rate and compliance with fund use.

  The third is the level of project construction.

Assess the construction level of schools and professional groups.

Among them, the school is assessed from the following ten aspects: party building and ideological and political work, technical skills talent training highland, technical skills innovation service platform, high-level professional group, high-level dual-teacher team, school-enterprise cooperation level, service development level, School governance level, informatization level, and internationalization level.

  The professional group is assessed from the following nine aspects: talent training model, course teaching resources, teaching materials and teaching methods, teacher teaching innovation team, practical teaching base, technical skills platform, social services, international exchange and cooperation, and sustainable development guarantee mechanism.

3. Work flow

  The performance evaluation work is carried out in accordance with the process of self-evaluation of the construction unit, provincial evaluation, and two-part review, as detailed below.

  (1) Summary and self-evaluation of construction units

  Before February 28, 2024, each construction unit shall fill in the construction cycle performance evaluation data, submit supporting materials and typical cases, and compare the " "Double High Plan" Construction Performance Evaluation Standards" form self-scoring and self-evaluation conclusions, write a summary report of the construction unit's "Double High Plan", stamp it with the official seal of the construction unit and upload it to the monitoring platform.

  Before March 6, 2024, the construction unit must hire a qualified third-party audit agency to complete the "Double High Plan" project audit, issue a project audit report, and upload it to the monitoring platform.

The audit report must provide specific and clear audit opinions on fund raising, use, management and effectiveness.

  (2) Provincial evaluation

  Before April 8, 2024, the provincial education administrative department and financial department must formulate a work plan, organize an expert group to verify and confirm the summary report and data submitted by the construction unit, and conduct reports, review materials, interviews, on-site inspections, etc. Method, refer to the "Double High Plan" Construction Performance Evaluation Standards" to rate the construction units, form a performance evaluation conclusion and a local summary report on promoting the "Double High Plan", stamp the official seal of the provincial education administration department and the financial department and upload it to Monitoring platform.

  (3) Two-part review

  Before May 15, 2024, the two ministries will set up an expert group to review the project audit reports and provincial evaluations of the construction units, rate the construction units with reference to the "Double High Plan" Construction Performance Evaluation Standards, and formulate evaluation conclusion recommendations.

After the evaluation conclusions are determined by the two ministries, they will be announced on the Ministry of Education's government portal website.

4. Evaluation conclusion

  According to the performance evaluation scores of construction units, the evaluation conclusions are divided into four categories: "excellent", "good", "medium" and "poor". The conclusions are "medium" and "poor" and are subject to rectification within a time limit. Construction units with "poor" conclusions are not allowed to enter the third category.
