In response to cold wave and low-temperature rain and snow weather conditions, prevention and response work will be deployed in key areas.

Currently, the Ministry of Emergency Management maintains a level four emergency response to low-temperature rain, snow and freezing disasters in Hunan and Guizhou, and two working groups are assisting in guiding prevention and response work in Hunan and Guizhou respectively.

  The discussion pointed out that the current cold wave and low-temperature rain and snow weather processes are continuing to affect most areas in the south. Guizhou, Hunan, Jiangxi and other places have experienced heavy rain and snow, and local freezing rain has occurred in Guizhou, Yunnan, and Guangxi. The continuous low-temperature rain, snow and freezing weather have a negative impact on electric power. Supply, transportation and people's production and life will be adversely affected.

  The discussion emphasized the need to learn lessons from recent disasters and accidents, resolutely overcome the mentality of fluke and laxity, and comprehensively implement disaster prevention responsibilities.

Strengthen early warning research and judgment, pay close attention to the situation of low-temperature rain, snow and freezing weather, intensify monitoring and forecasting in key areas, and strengthen early warning issuance to ensure full coverage and no blind spots.

We should pay close attention to key prevention points such as ensuring power supply and ensuring smooth traffic, strengthen inspection, monitoring and analysis of icing on power grid lines and snow and ice on key road sections, and carry out emergency ice melting, snow and ice removal work in a timely manner.

It is necessary to go all out to carry out emergency rescue, strengthen the overall deployment of professional emergency repair forces and rescue teams, and prepare ice and snow removal materials and equipment in advance to ensure that in the event of an unexpected danger or disaster, emergency rescue can be immediately launched.

It is necessary to guide the disaster relief and rescue work such as basic living security for the disaster-stricken people, especially to strengthen the rescue and guarantee for the urban and rural people in need and those without fixed residences, so as to ensure that the disaster-stricken people have a safe and warm winter.

  Based on local disaster relief needs, the Office of the National Disaster Prevention, Reduction and Relief Committee and the Ministry of Emergency Management, together with the National Grain and Material Reserves Bureau, allocated 10,000 quilts and 30,000 cotton coats to Hunan Province to support local governments in assisting and ensuring the livelihood of the affected people.
