  In recent years, Guangdong has comprehensively promoted a new round of building a province with strong traditional Chinese medicine and the construction of a highland of traditional Chinese medicine in the Guangdong-Hong Kong-Macao Greater Bay Area. The traditional Chinese medicine health industry is also a key development project in Macao.

Liu Liang introduced that the traditional Chinese medicine consumption market in the Guangdong-Hong Kong-Macao Greater Bay Area ranks first in the country. Guangdong and Macao have deep historical roots, rich human resources, advantageous geographical location, and unique institutional advantages in the field of traditional Chinese medicine. The innovative development of the pharmaceutical industry provides good conditions and opportunities.

  Liu Liang said that since Macao returned to the motherland, it has established a relatively complete system of traditional Chinese medicine education, scientific research, clinical practice, quality control, and industry. The innovation chain and industrial chain around proprietary Chinese medicines have been continuously extended, and regional advantages in the development of traditional Chinese medicine are taking shape.

At the same time, Macao also shoulders the important mission of internationalizing traditional Chinese medicine. As a cooperation platform between China and Portuguese-speaking countries, it has opened a window for traditional Chinese medicine to enter the international market.

  It is worth mentioning that on December 28, 2023, the Guangdong Provincial Government approved the establishment of the "Guangdong Provincial Laboratory of Traditional Chinese Medicine" in the Hengqin Guangdong-Macao Deep Cooperation Zone in Zhuhai.

"This is an important scientific research tool. In the future, it will attract the superior scientific research and industrial transformation resources of traditional Chinese medicine from across the country and even the world to gather in the cooperation zone, and promote Qinao's traditional Chinese medicine technology and industry to move to a higher level." Liu Liang said.

  Liu Liang pointed out that there are still some problems and difficulties in the industrialization and market attractiveness of traditional Chinese medicine in Guangdong and Macao. For example, the development of proprietary Chinese medicines registered in Macao is still subject to many restrictions and is not attractive enough. Only external medicines can enter the Guangdong market.

For traditional Chinese medicine companies, registering proprietary Chinese medicines in Macao is not very attractive because the advantages of the Greater Bay Area have not yet been activated; the registration cycle for innovative drugs developed and approved in Macao is still long, and time efficiency and comparative advantages are insufficient; in-hospital preparations are A relatively mature product, it can currently only be used for cross-border dispensing in two hospitals, Kiang Wu Hospital in Macau and Guangdong Provincial Hospital of Traditional Chinese Medicine.

  He suggested that the research and development of newly approved Chinese patent medicines in Macao should shorten the prerequisite (time) requirements for clinical application in Macao before being approved for marketing in Guangdong. For example, the external preparations of traditional Chinese medicine currently approved in Macao need to be launched in Guangdong for 5 years. To save use, it is recommended to shorten it to within 2 years.

In addition, the scope of mutual recognition and interoperability of internal Chinese medicine preparations in hospitals in Macao and Guangdong Province will be expanded, including promoting exchanges and cooperation between hospitals in Guangdong and Macao, supporting the integration of Chinese medicine medical institutions in Macao and the medical system of Guangdong Province, and realizing the use of traditional Chinese medicine preparations in hospitals in Guangdong and Macao in various countries.
