The head of the diplomatic mission expressed condolences to the families and friends of the victims.
According to him, there were six people on board.
The four victims were taken on a special flight to Kabul.
Afghanistan International TV channel reported that one of the Russians who survived a plane crash in Afghanistan was able to go to the village and asked local residents for help in sign language.
