  At the ongoing Shanghai Two Sessions in 2024, the Shanghai Municipal Committee of the Taiwan League proposed a proposal to "learn from Taiwan's experience in the field of rehabilitation medicine to promote the high-quality development of Shanghai's community rehabilitation services."

  Currently, Shanghai is accelerating the development of rehabilitation medical services. A number of model community rehabilitation centers have been built in recent years. However, to achieve the goal of high-quality development of community rehabilitation services and meet residents' increasing needs for rehabilitation services, continuous improvement is needed.

  The Shanghai Municipal Committee of the Taiwan League found in its investigation that Shanghai's community rehabilitation services currently face some difficulties and deficiencies, such as insufficient connection of community rehabilitation services, insufficient community rehabilitation medical insurance payment, and insufficient extension of community rehabilitation functions.

  In this regard, the Shanghai Municipal Committee of the Taiwan League proposed to strengthen exchanges between Shanghai and Taiwan and promote the flow and integration of cross-strait community rehabilitation resources.

  Specifically, it can promote exchanges and cooperation between community rehabilitation centers and Taiwan’s rehabilitation institutions.

Utilize the "Twin Cities Forum" mechanism to strengthen exchanges and cooperation between community rehabilitation centers and Taiwanese rehabilitation institutions, institutions, societies, community service points, etc.; promote personnel exchanges between the two parties, organize community rehabilitation personnel to enter Taiwanese communities or invite relevant parties from Taiwan to Shanghai communities Provide guidance and exchanges; promote the establishment of normalized community rehabilitation cooperation projects, carry out short-term exchanges of community rehabilitation volunteers; attract Taiwanese community rehabilitation service personnel to find employment in Shanghai, and implement supporting Taiwan policy measures.

  At the same time, Taiwan-funded rehabilitation and elderly care institutions can be encouraged to participate in the development of community rehabilitation services.

Give full play to the resource characteristics of Taiwan-funded rehabilitation institutions and enterprises in Shanghai to create diversified community rehabilitation services.

For example, the Taiwan-funded Shanghai Hexin Hospital has a rich community medical background on the island and can be incorporated into the community rehabilitation service system, especially to play an innovative role in the service model of surrounding functional communities.

Strengthen the support and application of policies and measures for Taiwan-funded enterprises, and consider ad hoc handling of applicable issues such as medical insurance, medical consortiums, and long-term care insurance to further attract high-quality Taiwanese enterprises to come to Shanghai to participate in the rehabilitation industry.

  In addition, relevant industry associations in Taiwan can also be organized to participate in discussions on the development of community rehabilitation in Shanghai.

Invite Taiwan's rehabilitation-related societies and associations to conduct exchanges and discussions with Shanghai's rehabilitation counterparts to provide constructive opinions on the development of community rehabilitation.

Invite the Shanghai Taiwan Compatriots Investment Enterprises Association’s Big Health Industry Working Committee and other members of the Shanghai Taiwanese Enterprises Industry Association to participate in discussions on Shanghai’s rehabilitation-related norms and industry standards, and to further attract Taiwanese rehabilitation institutions, enterprises, and practitioners to develop in Shanghai and establish cooperation.
