If foreigners really have special urgent needs to travel to China, they can apply for a visa at the Chinese embassy or consulate in Russia. Entry to China with a visa issued after November 3, 2020 will not be affected.
The notice emphasized that this is a temporary measure taken by China as a last resort in response to the current epidemic.
