This was reported by RIA Novosti with reference to the ministry's three-year macro forecast. 

It is noted that the growth of the regulated tariffs of grid organizations for consumers, except for the population, on average in Russia during this period will be no more than 3% every year.

“In order to reduce the volume of cross-subsidization in the electric grid complex, the indexation of tariffs for the transmission of electric energy to the population on average in Russia will remain at the level of 5% annually,” the document says. 

The Ministry of Economic Development added that regulated tariffs for electricity for the population will also grow at a similar pace.

Also, the Ministry of Economic Development believes that electricity consumption in the country by the end of 2020 will decrease by 3.6% against the background of last year's warm winter and restrictions associated with the coronavirus infection COVID-19.
