On April 5, 2019, the Songjiang Branch received the instructions for investigating and handling criminal cases involving "Shi Lei et al. Routine Loans", and mobilized elite police forces to set up a joint task force with the Anti-Triad Office of the Municipal Public Security Bureau. After more than a year of investigation by the police, members of the gang involved have been arrested, but Shi Lei has been at large.
Inspired by laws and policies, on the evening of July 18, 2020, Shi Lei told the domestic arrest team that he would surrender to the case, saying that he is now in Mongla, Myanmar, and cannot return to the country due to the epidemic.
After coordination with the Public Security Department of Jilin Province, the Department of Public Security of Yunnan Province, and the Public Security Bureau of Xishuangbanna City, on August 5, Shi Lei arrived at Daluo Town, Menghai County through the China-Myanmar border port to surrender.
Currently, Shi Lei is being quarantined by the epidemic prevention and control department of Menghai County and the public security organ. After the quarantine period expires, he will be escorted back to Songyuan.
