The committee will not present a comprehensive proposal with a majority behind it. Instead, a number of individual proposals are put forward, behind which there are jumping majorities. The only party behind all the committee's proposals is the Social Democrats.

- As a whole, we think it is good, it is close to the temporary law and will continue to maintain a fairly strict migration policy and at the same time ensure that we can provide protection to people who need it, says Rikard Larsson (S).

He now hopes that the proposal will be realized, but at the same time can not explain how it will go with the strong contradictions that exist between the governing parties, S and MP. The Green Party rejects the committee's proposal as inhuman. The government must agree in order to be able to submit a proposal to the Riksdag.

Tougher politics

The moderates, together with SD and KD, have pushed for a much tougher asylum policy, but none of the party's proposals for, for example, volume targets and strict requirements for taking part in Swedish welfare are included in the report.

- We see that there is less and less of what the Swedish people want, that is, fewer asylum seekers. It will be more of a humanitarian protection basis, more of something that means that there will be a greater opportunity to get a residence permit in Sweden, and that is not what we wanted from the moderates, says Tobias Billström.

Going out next year

He fears that as a result of the strong differences between S and MP, the old, more generous law will come into force again, when the temporary law expires next summer.

- I think a bit about how people think on the part of the government, especially from the Social Democrats, how to explain to the Swedish people that we risk a more generous asylum policy and that we go back to the situation that prevailed before 2015, Billström says.

The Migration Committee shall present its proposal to the Government no later than 14 August. The current, temporary law, expires in June next year. If no new legislation is in place then it is the old, more generous legislation that applies.
