05 August 2020 The blockade of layoffs complicates the path of the August decree, expected this week in the Council of Ministers. The preconsideration - the preparatory meeting for that of the government - convened on Wednesday afternoon slips, the meeting of Prime Minister Giuseppe Conte and the chief delegation of the majority goes on well beyond what was foreseen, while outside Palazzo Chigi the unions threaten: if the stop will be missed layoffs until the end of the year will be a general strike.

Trade unions: initiative on September 18
In the first embryonic version of the decree, the renewal of the measure currently in force until August 17 was indicated until December 31. In this sense, the Minister of Labor, Nunzia Catalfo, had also spent Tuesday at the table with the unions. Confindustria had opposed this blockade from the beginning, and also within the executive, at the meeting convened on Tuesday evening at Palazzo Chigi, several perplexities had emerged, especially in the Italia Viva house. A difficult political knot to untie, with an agreement mostly to be found and the pressing of the unions: "If the Government did not extend the blockade of layoffs until the end of 2020, it would assume all responsibility for the risk of a social conflict" , advise CGIL, CISL and UIL, according to which "whoever thinks of anticipating that date at the end of the state of emergency proves to have no knowledge of the elementary dynamics of the labor market and not to worry about the conditions of hundreds of thousands of men and women workers ". The confederations, they recall, have already launched an initiative for September 18: "That it can be transformed into a general strike will depend only on the choices of the Government and Confindustria".

The industrialists: planning the recovery
The response of the industrialists is ready: "The prohibition by law adopted in Italy - unique among the large advanced countries - has no more reason to exist now that the recovery must be planned. In fact, it prevents corporate restructuring, investments and consequently new employment. Petrifies the entire economy in the state of lockdown ". For viale dell'Astronomia, "in the absence of the freedom of restructuring, it is obvious that the State will have to continue in its full support to the employed and businesses as they were before the crisis, and measures that would aggravate the burdens on businesses would be completely unacceptable, with whatever type of arbitrary criteria were determined. "

"The continuation of the ban must be accompanied by the symmetrical granting of the redundancy fund for all and without additional charges", contrary to what is read in the latest drafts of the August decree, which provides for a contribution to the IGC by companies with lower turnover reduction.

If the Ministry of Labor has always pushed for the extension until the end of the year, the mediation found in the offices in via XX Settembre instead sees an expiry on 15 October, with a compromise: from that date the stop to layoffs would not apply to employers of work that did not use social safety nets. That is: those who have not asked for Cig, Cigd and Fis will be able to proceed with the layoffs.

A middle ground 'pleasing' to Italia Viva, while the Labor Manager Pd brakes: "Uncertainties and partial measures would only create concern and would produce unnecessary tension". Leu also agrees, with Guglielmo Epifani insisting: "The blockade must be extended until the end of the year, providing for flexibility measures that can accompany this choice".

The other political issue is the one concerning the allowances for seasonal workers of tourism, spas and entertainment. But the agreement is still to be found also on the contribution relief for the new hires, which the unions would like to 'selective' rather than rain, as originally planned. And the discussion on the 'cashback' for those who have breakfast, lunch or dinner at the restaurant also continues: the reimbursement mechanism that could be 20% for the meals eaten - with a maximum ceiling to be established, which could be around 30 euros - from September to December. The hypothesis is to re-credit the amount directly to the card or account used, or to an ad hoc app.
