• Parliament Juan Juan Moreno takes advantage of the cracks of a 'deconstructed' opposition

No less than three ministers are summoned this Monday to appear before the Commission for the Recovery of the Andalusian Parliament . And none of them intends to go as they have already transferred to the Autonomous Chamber. As expected, on the other hand. These are the holders of the portfolios of the Treasury, María Jesús Montero, of Health, Salvador Illa, and of Labor, Yolanda Díaz. The director of the Center for Health Alerts and Emergencies, Fernando Simón, who is not expected, is also quoted.

The groups that assist the Recovery Commission (the same that with their votes supported the investiture of Juanma Moreno, that is, PP, Cs and Vox) agreed to a list of more than a hundred names and institutions and included several members of the Central Executive as a media claim , since it was difficult to count on their presence. Firstly, because it is not compulsory and, secondly, because if they participated in all the reconstruction commissions created by municipalities and autonomous communities, they would have to block their agendas for weeks.

Even so, the deputy Ana Vanessa García , of the Popular Party, who chairs the Economy subcommittee, defends the opportunity of these citations, since it does not make sense to talk about how the health, social or economic challenge can be overcome without taking into account the role that the central government has played in managing the pandemic and that it will play in overcoming the crisis.

"This commission is not created to audit or analyze the management of the crisis but to make proposals and it would be interesting for the Government to transfer its initiatives to the Andalusian Parliament," insists deputy García, who considers that it is not even necessary for the ministers themselves to attend. but, as other institutions, large companies or unions have done, they could have sent a spokesperson. Or the Government delegate in Andalusia, Sandra García, could also speak on behalf of the Executive, who has also excused her presence "for reasons of agenda".

In contrast, the Mayor of Cádiz, José María González Kichi , summoned together with the rest of the leaders of large Andalusian capitals, did not personally attend the House's call but did send the Councilor for Social Services, Helena Fernández Valle , who, after appearing , offered to submit a report with "more detailed" contributions.

The Cádiz City Council stands out in this way from the boycott that many institutions governed by the PSOE are carrying out to the commission after both the Socialist Group and Adelante Andalucía decided not to participate in it in protest at the decision of the PP and Cs to appoint president of the organ to the deputy of Vox Manuel Gavira.

Institutions such as the municipalities of Seville, Huelva or Jaén or the deputations governed by the socialists have declined the invitation, a decision that the PP and Cs have censured for putting the party's political guidelines before the interests of the citizens they represent.

"It is not understood that all Andalusian civil society is participating in this commission and that businessmen, unions, administrations, educational or agrarian collectives are attending, as well as all the institutions except those governed by the PSOE," said deputy García in this regard.

The absence of the parliamentary groups of PSOE and Adelante Andalucía has not prevented the commission's work from continuing. In fact, the meetings will also continue in the month of August, which traditionally is an unsuccessful period in Parliament, with the idea of ​​not delaying the final report too long with the conclusions and proposals drawn up from the set of interventions.

The objective is to bring this document to full in September and the PP and Cs trust that, although the Socialist and Adelante deputies do not participate in the meetings, they do contribute proposals, given that they have access to all the documentation handled in the commission.

In addition to the aforementioned ministers, for today they have also been summoned, among others, the delegate of the Government in Andalusia (who will not attend either); the director of the AIREF, Cristina Herrero ; the director of BBVA Research, Jorge Sicilia ; and the director of the NGO Open Arms, Óscar Camps .

The Andalusian government spokesman, Elías Bendodo , last week made the attitude of the PSOE and Adelante ugly, pointing directly to Susana Díaz, of whom he said that he had been "for a long time" for months , an expression that provoked complaints from socialist deputies. In any case, it seems clear that the Andalusian Government believes that the left-wing opposition party can harm more than benefit its protagonists, by comparison with what is happening in other parliaments or in the Congress of Deputies, where they do seem possible punctual agreements and where the PSOE has come to occupy a presidency with the votes of Vox.
