The former secretary of state for equality between women and men, Marlène Schiappa, now holds the office of minister responsible for citizenship. A post with blurred contours, which could allow it to position itself on several sensitive subjects, such as secularism. 

This change in ministerial portfolio went almost unnoticed amid controversy over the appointments of Gérald Darmanin and Éric Dupond-Moretti, in particular. Within the government of Jean Castex, Marlène Schiappa left the State Secretariat for Equality between women and men to become Minister Delegate for Citizenship, attached to the Minister of the Interior. But what is she going to do in this ministry with still vague outlines?

Discrimination, integration…

"We are working on its roadmap," explains an adviser at Place Beauvau, who recognizes that this delegated ministry is not yet very concrete. "The theme is broad enough to bring in a lot of things," argues a relative of Marlène Schiappa. Integration, discrimination, naturalization, secularism ... The new minister wants to take control of many files.

Is this a reward for his work done on Equality between women and men for three years? "It's a real promotion," says one of his collaborators. "The president wanted her on royal subjects." The minister also plans to continue to train police officers against gender-based violence, a skill she had developed since 2017. The entourage of the minister swears that it will not work on flower beds. 'Élisabeth Moreno, who replaces her at the Secretary of State for Equality between Women and Men.

Feminist caution assumed

The appointment of Marlène Schiappa to the Ministry of the Interior was surprising. It is the fruit of the last hours of negotiations of the reshuffle, a few days ago: Jean Castex imposes Gérald Darmanin on Beauvau, but Emmanuel Macron demands that Marlène Schiappa be by his side. One of the pioneers of the macronist movement represents a female and feminist surety assumed by the entourage of the minister. "She represents the rights of women in this ministry," assures a relative.

However, is she comfortable with the rape investigation targeting Gérald Darmanin? Those around him sweep the issue and put forward the presumption of innocence: "The subject has been raised, including with the president", we simply informed Europe 1.
