This was reported by RIA Novosti with reference to a statement by the Indian Ministry of Defense.

“Given the long-felt need of the Air Force to increase fighter squadrons, the Defense Procurement Council approved a proposal to purchase 21 MiG-29s along with modernizing the existing 59 MiG-29s and purchasing 12 Su-30 MKIs,” the statement said.

In August 2019, Ilya Tarasenko, director general of the MiG Russian Aircraft Corporation (RSK), said that Moscow and New Delhi had signed a memorandum on the maintenance of MiG aircraft in India.
