Parliamentary forces have embarked on a negotiating frenzy with different gangs with the aim of reaching a pact that is as broad and consensual as possible regarding the strategy and the measures to be adopted to boost the country's reactivation after the pandemic. The four working groups set up within the Commission for Reconstruction - Europe, Health, Social Policies and the Economy - are discussing today the amendments presented to the draft conclusions drawn up by PSOE and United We Can. The most promising prospects are, for the time being, those concerning documents on European politics and health in which the first two forces of the Chamber plus Citizens have already achieved important points of agreement on which to build a global pact.

In the health field, the commitments already outlined, reached mainly between the popular and socialists, speak of the creation of a Public Health Agency in charge of coordinating the health system; the elaboration of a powerful plan capable of preventing, controlling and monitoring risks, epidemics and pandemics; a reinforcement of the means available to the Ministry of Health; and the creation of a national deposit of protective equipment and sanitary material.

Citizens have agreed in turn with the Government the constitution of a reserve group of personnel ready to strengthen in case of need the human strength of the Public Health. The orange party proposes as a model the "reserve health corps" that already exists in France. This would be made up of volunteers with training in medicine or nursing and could be mobilized immediately to intervene during another pandemic, reinforcing health personnel. This would attempt to prevent the collapse seen during the coronavirus.

The PSOE has already expressed its "satisfaction with the good progress" of the work and "the very general will" to reach agreements. Rafael Simancas has highlighted the "unprovoked work" that has been deployed to meet the expectations of "understanding" that citizens demand.

Yesterday there were meetings of the PSOE with PP, Citizens and PNV in which the first pacts were already reached. These conversations will continue throughout the day. On Friday they will be completed in the plenary session of the Commission and will subsequently be chiseled in the debate that will take place in the plenary session of Congress. "We must and we can agree," he said, because "the consensus is very well priced in Europe."

The government and the PP have already agreed "some" amendments to reach a state agreement to strengthen health, according to parliamentary sources assure this newspaper. Among them, the creation of the strategic deposit of sanitary material, so that there are no shortages like the one that occurred in the first weeks of the state of alarm.

At that point, the reinforcement of personal protective equipment, "there is an agreement" already. It has also agreed on the PP amendment regarding a Human Resources Plan. "We need to mobilize both general personnel management policies, as well as more specific ones oriented to the professionalism dimension," reads the amendment.

"The regulations on HR of the Health System present multiple problems and imbalances, such as temporality", he adds, before asking to "improve the remuneration system", improve "training" and "revise the number of the characteristics of the service templates autonomic ".

"But there are some 47 other live amendments that we are still negotiating" and "this does not end today," point PP sources. "There are 48 hours to continue negotiating." The same is true of the EU, where the agreement is also close, as EL MUNDO announced on Tuesday.

As for the creation of a "reserve of health personnel", PP sources assure that the PSOE "has not yet accepted it." There are other points that are fundamental for the PP, such as a reinforcement of primary care, the creation of "a National Agency to coordinate the entire health system", and the establishment of a "solvent" surveillance system based on regulations that control really the outbreaks of coronavirus.

These are things that Illa has accepted - or proposed - to a great extent in recent days. In fact, last week he assured that the Government will shortly approve a preparation and response plan for Covid-19, which will include a strategic reserve and the national production of sanitary material, as well as a guide with epidemiological criteria for control. of spikes and a possible second great wave of infections.

"We are in it," insists one of the spokesmen involved in the negotiation. The interlocutors of PSOE (Rafael Simancas), La Moncloa (Félix Bolaños and José Antonio Montilla) and PP (Ana Pastor and Guillermo Mariscal) "continue to negotiate", since there are still some fringes to polish.

The agreement on the European Union is also close. Deputy PP spokesman Mario Garcés has assured that the pact is very likely. "The vote is conditioned to the negotiations of the next few hours", but "there is a margin to reach an agreement and of course the PP is going to put all the means to make that agreement happen," he said.

The PP has softened the position of the popular MEPs regarding the European aid fund against the coronavirus crisis. Aware that this is a point of friction in which the Socialists and United Podemos are attacking Casado under the premise that the PP is tripping the Government in Brussels, the popular have presented a new wording that seems easily consensual to them.
