China News Agency, United Nations, June 30-The UN Security Council held an open meeting on the Iranian nuclear issue on the 30th. Zhang Jun, China’s Permanent Representative to the United Nations, pointed out that the unilateral withdrawal of the United States from the comprehensive agreement on the Iranian nuclear issue and the resumption of unilateral sanctions against Iran are the root causes of the current Iranian nuclear crisis.

In 2015, the six parties of the Iranian nuclear reached a historic comprehensive agreement on the Iranian nuclear issue. The Security Council then approved Resolution 2231 to approve the Iran nuclear agreement and lift sanctions against Iran on the premise that Iran abides by the agreement. The resolution also set up a "fast-recovery sanctions" mechanism. The United States announced its withdrawal from the Iranian nuclear agreement in 2018 and restarted sanctions against Iraq.

Zhang Jun said that the Iranian nuclear agreement is an important multilateral agreement, approved by UN Security Council Resolution 2231, which is legally binding and should be effectively and effectively implemented. Maintaining a comprehensive agreement helps maintain multilateralism, maintain an international order based on international law, maintain the international nuclear non-proliferation system, and maintain peace and stability in the Middle East.

Zhang Jun said that, as the Secretary-General’s latest report pointed out, the unilateral actions taken by the United States are contrary to the goals of the comprehensive agreement and resolution. A few days ago, the United States also canceled the sanctions exemption for nuclear projects under the framework of the comprehensive agreement, publicly pushed the Security Council to extend the arms embargo on Iraq, and once again undermined the efforts of all parties to maintain the comprehensive agreement.

Zhang Jun said that China urges the United States to abandon illegal unilateral sanctions and "long-arm jurisdiction" and return to the correct track of complying with comprehensive agreements and Security Council resolutions. China opposes the U.S. promotion of the arms embargo against Iraq in the Security Council. All the provisions of Security Council Resolution 2231, including arrangements related to the arms embargo, should be carefully implemented. As a withdrawal from the comprehensive agreement, the United States has lost the qualifications of the parties to the agreement and has no right to request the Security Council to initiate the "fast recovery sanctions" mechanism.

US Secretary of State Pompeo said at the meeting that the United States eased sanctions on Iran after the Iran nuclear agreement was reached, but Iran took advantage of this opportunity to develop nuclear-related technologies. He accused Iran of bad credit and asked Council members to agree to an extension of the arms embargo on Iran. Russian representative Nebenja said that Pompeo’s speech had no intention of dialogue or cooperation, and unilateral measures such as pressure and threats would only escalate the situation. The United States should bear full responsibility for the current tense situation on the Iranian nuclear issue.

Representatives from Britain, France, and Germany all stated that maintaining the Iran nuclear agreement is very important for regional and global peace and security, and called on all parties including Iran to fully implement the agreement. However, British representative Allen also said that under the current situation, if the arms embargo on Iran is lifted in accordance with Resolution 2231, the regional security situation may face potential risks.

According to Resolution 2231, the arms embargo and travel ban on Iran will end in October this year. The United States has repeatedly made calls recently, calling on the Security Council to continue to implement restrictions such as arms embargoes on Iran. (Finish)
