These are the specific procedures for pre-registering for "Minor Points".

To apply, you need a smartphone with a function to read the information of My Number Card or a computer connected to a card reader. The smartphone is a dedicated app and the personal computer is a dedicated homepage.

The procedure is divided into two stages, "reservation" and "application" on the screen.

To make a "reservation", read the information on your My Number Card and enter your 4-digit PIN.

The PIN is set by yourself when you receive the card. If you make a mistake in entering the password three times in a row, it will be locked and you will have to reset the number at the window of the municipality where you have the resident card.

If you forget your PIN, you need to follow the same procedure.

"Application" is a procedure for selecting a cashless payment service that receives points.

There are more than 100 types of targeted payment services, including credit cards, electronic money for transportation, QR code payments for smartphones, etc., but only one can be selected.

Of these, as of July 1st, when applications will be accepted, only half of all payment services can be selected.

Since once selected, it cannot be changed. Therefore, if the desired payment service cannot be selected, the Ministry of Internal Affairs and Communications demands that the application process be performed at a later date.

If you make a selection, you will need to enter the ID and security code of the payment service.

Finally, as with "Reservation", scan your My Number card and enter your 4-digit PIN to complete the procedure.

The points are actually returned from the use of the settlement service after the system starts on September 1st.

If you do not have the necessary equipment for the application, you can apply at the "Minor Point Procedure Spot" established by the Ministry of Internal Affairs and Communications.

"Spots" are about 1500 municipal offices, post offices, convenience stores "Seven-Eleven" and "Lawson" stores, "KDDI", "NTT Docomo", and "SoftBank" mobile phone companies. There will be more than 90,000 stores in total, including stores.

The target people and period of the system

If you have a My Number card, you can apply for "Minor Points" regardless of age or nationality.

The application is to be made by the individual on an individual basis, but in the case of children under the age of 15 it is possible that parents etc. can do the procedure instead.

At that time, the payment service that receives points can also choose a payment service in the name of the parent, but it must be a payment service different from the payment service that the parent chose to receive their points.

The period of the "Minor Points" system is from September 1st to March 31st of next year.

If you make a purchase or charge during this period with the cashless payment service you selected when applying, the points you can use for shopping will be returned. The points to be redeemed are 25% of the usage amount, and the upper limit is 5000 yen until the total usage amount during the period reaches 20,000 yen.

If you use the payment service before or after this period, no points will be returned. On the other hand, the acquired points can be used after the period ends.

You can apply for "minor points" even after the system starts.

The Ministry of Internal Affairs and Communications expects that people who do not have a My Number card will be able to receive points if they issue a card within the year and apply.

As of June 28, the number of My Number Cards issued was more than 2.12 million, or 17.4%.

The government has assumed that the grant rate will exceed 50% by the end of March next year by using the "minor points" system.
