  The Hainan Islands Travellers’ Tax-Free Shopping Policy (hereinafter referred to as the Islands Tax-Free Policy) refers to the implementation of import duty-free shopping for passengers traveling by air, train, and ships on the outlying islands (excluding departures). Preferential tax policies for the delivery of outlying islands in shops (lower island duty-free shops) or through approved online sales windows, and picking up goods in designated areas at airports, train stations, and ports. The tax exemption policies for outlying islands are customs duties, import value-added tax and consumption tax.

  The passengers mentioned in the announcement refer to domestic and foreign passengers who have reached the age of 16 and have purchased outlying island air tickets, train tickets, ferry tickets, and have valid IDs, and have left Hainan Island but do not depart, including residents of Hainan Province.

  The annual tax-free shopping quota per person for outlying island visitors is 100,000 yuan (RMB, the same below), an unlimited number of times. The part exceeding the tax-exempt limit and limit shall be subject to the import tax on imported goods in accordance with the regulations. After shopping, passengers traveling by air, train, or ship to the island will be counted as one tax-free shopping.

  The outlying island duty-free shops mentioned in the announcement refer to the duty-free shops that are qualified to implement the island-island duty-free policy and are franchised. They currently include: Haikou Meilan Airport duty-free shop, Haikou Riyue Plaza duty-free shop, Qionghai Boao duty-free shop, Sanya Haitang Bay duty-free shop shop.

  Passengers from outlying islands can purchase duty-free goods in out-of-island duty-free shops or approved online sales windows within the amount and quantity prescribed by the state. Duty-free shops deliver goods according to the time when passengers leave the island. Passengers use shopping vouchers to designate areas at airports, train stations, ports and terminals Pick up the goods and take the island away with you at once.

  Individuals who resell, purchase, and smuggle duty-free commodities in violation of the provisions of the announcement shall be included in the credit record in accordance with the law and regulations, and no tax-exempt commodities from the islands may be purchased within three years. Whoever commits a crime shall be investigated for criminal responsibility according to law.

  Compared with the previous policy, the main adjustments of the announcement include: the tax-free shopping quota is increased from 30,000 yuan to 100,000 yuan per person per year; the variety of island-free tax-free commodities is increased from 38 to 45; the 8,000 yuan tax-free limit for individual products is eliminated; Mainly quota management, greatly reducing the types of commodities that can be purchased in a single purchase. Encourage moderate competition. Business entities qualified for the distribution of duty-free products can equally participate in the duty-free operation of Hainan Islands.
