  In response to the problems of left-behind children who do not receive proper care and lack of family care, the second review draft of the draft further compacts the responsibilities of guardians and refines the relevant measures. The draft stipulates that the entrusted care "should entrust a person with full civil capacity with care ability to take care of it" and "listen to the opinions of minors who have the ability to express their wishes", and stipulates that minors' parents or other guardians and minors and beneficiaries The client contacts and communicates at least once a month to understand the minor's life, study, psychology, etc., and to give minors affectionate care.

  Since the preliminary review of the revised draft of the Minor Protection Law in October 2019, how to effectively prevent bullying on campus has been the focus of social attention. In this regard, the second review of the draft further improves the procedures for handling bullying by students. The draft adds provisions that schools should not conceal serious bullying behaviors, and should report to the public security organs and education administrative departments in a timely manner, and cooperate with relevant departments to deal with them according to law.

  At the judicial level, the second draft of the draft adds protection measures for juveniles to minors, and simplifies procedures related to handling cases.
