The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, the ministries and commissions of the State Council and the agencies directly under them:
In order to support Hainan's comprehensive deepening of reform and opening up and the implementation of the pilot policy of the China (Hainan) Pilot Free Trade Zone, the State Council decided to temporarily adjust and implement the "People's Republic of China" in the China (Hainan) Pilot Free Trade Zone from now until December 31, 2024. The Customs Affairs Guarantee Regulations, the Import and Export Tariff Regulations of the People’s Republic of China, the International Maritime Transportation Regulations of the People’s Republic of China, the Regulations on the Inspection of Ships and Offshore Facilities of the People’s Republic of China, and the Regulations on the Administration of Domestic Water Transportation Regulations (attached to the catalog).
Relevant departments of the State Council and the People’s Government of Hainan Province shall make timely adjustments to the regulations and normative documents formulated by this department and this province in accordance with the above adjustments, and establish a management system that is compatible with the requirements of the pilot.
According to the test of reform and opening-up measures in China (Hainan) Pilot Free Trade Zone, the content of this notice will be adjusted in due course.
