The Ministry of Health also said that motorists, in order to obtain rights from 2021, will be tested for chronic alcohol consumption only in the direction of a narcologist if they reveal signs of the disease.

From November 2019, new rules for medical examination of drivers should begin to apply in Russia, which provided for an increase in the volume of research and could lead to an increase in the cost of medical certificates.

The Russian Prosecutor General’s Office called the new rules for medical examination of drivers a mistake of the Ministry of Health.

Subsequently, the Ministry postponed this innovation for six months until July 1, 2020.
