The second wave of the coronavirus or the inevitable result of returning to the routine without having completely finished the first? Can Israel successfully contain the pandemic again without the need this time for a confinement that would be the coup de grace to the economy?

With these two questions and under the shadow of the increase in infections, the Israeli cabinet in charge of the Covid-19 met on Monday to increase the fine for not wearing a mask from 52 to 130 euros, warn if necessary with partial closures by areas and prepare for the scenario of offering assisted breathing to 2000 infected people. The Palestinian National Authority also registers a new outbreak with 142 new Palestinian patients in the last 24 hours, the highest daily number since March.

Perhaps as a reflection of its traditional propensity to combine excessive euphoria and existential fear, Israel was one of the first countries to apply drastic measures against the virus and later to be one of the quickest to return to routine . With a balance of 307 deaths in three months and while their laboratories are looking for vaccines and antibodies against the clock, the Israelis seemed to return to normal between preparations for the second wave expected in winter and the monumental challenge of fighting the most dizzying increase in unemployment in their history and the collapse of many freelancers. But with almost 2000 new infections in the last week , the new government has put the brakes on the way back, although, for the time being, without returning, to the starting point.

The Ministry of Health has urged hospitals to prepare for the immediate reopening of departments specialized in the virus . At the Ichilov Center in Tel Aviv, 17 employees have been infected while 56 are in isolation. The fact that it is the hospital with the highest number of people affected in the last week has to do with the fact that Tel Aviv occupies the upper area of the Covid-19 table and the high rate among foreign workers. The main leisure city of Israel passed in a few days from the hermetic closure to the full one in pubs and beaches . The loss of the fear of contagion translated into the renunciation of the mask and the increase in tests explain the regrowth.

" We were wrong when we reopened everything too quickly . Now we are more prepared than in March but we do not want to reach the figures of then," admits the Deputy Minister of Health, Yoav Kish , who took office with the formation of the government led by Benjamin Netanyahu and Alternate Prime Minister and Defense Minister, centrist Benny Gantz.

Netanyahu, who in recent weeks has been more focused on getting the green light from the United States and Gantz's agreement to apply sovereignty over the Jewish colonies in the West Bank under President Donald Trump's plan, rededicates part of his agenda for management against what in March defined as "the most dangerous epidemic in the last hundred years."

"If we don't wear masks and keep our distance, we will re-impose the closure," warns Netanyahu. One of the discussion points in the cabinet meeting this morning in Jerusalem has been the use of technology from the Shin Bet internal secret service created for the fight against terrorism. "There is no more effective and faster method to detect and cut the chain of infections. We are talking about saving lives," says Minister Yuval Steinitz, while Gantz calls for more limited use due to damage to the privacy of citizens.

Opposition leader Yair Lapid accuses Netanyahu and Gantz of "having no shame with the waste on 36 ministers, 16 deputy ministers and many unnecessary expenses while a million are out of work and small businesses collapse."

While events are still limited to a capacity of 250 people, the train has returned to work after three months . Acquiring the ticket 24 hours before and after filling out a form in an application have taken effect. This morning only 40,000 travelers signed up when 250,000 people used rail transport daily before the pandemic.

SIMILAR SITUATION IN PALESTINE

On the other side of the Green Line, Palestinian Prime Minister Mohamed Shtayeh ordered the closure of the two most affected areas, Hebron and Nablus last Saturday when the number of infections in four days reached 245 new cases in the West Bank. Shtayeh called on Palestinian workers in Israel - around 150,000 - not to do so or to stay at the place of employment in the next two weeks and to Israeli Palestinians not to visit the West Bank for fear of a pandemic that has caused five deaths.

Among the 568 active sick, 15 live in the Gaza Strip. The outbreak comes at a critical moment for Palestinian President Abu Mazen, who has ceased contacts and cooperation with Israel and encourages protests, such as today in Jericho, against Netanyahu's will to announce the annexation of 30% of the occupied territory in the War of 67.
