Iran's 2015 nuclear deal likely to be saved? After having mainly advocated mediation, the Europeans have chosen this time to punch the table. They therefore hardened their tone on Friday against both Iran, which is increasingly breaking its commitments, and the United States. The goal is always the same: to prevent Tehran from acquiring the atomic weapon.

The embargo of discord

The three European countries signatory to the agreement - France, Germany and the United Kingdom, have thus expressed major reservations concerning the end of the embargo on arms deliveries to Iran, joining the United States on this point. This lifting, scheduled for next October, of the United Nations resolution, "could have major implications for regional security and stability," according to a joint statement by the three foreign ministers after a meeting in Berlin.

Above all, Paris, London and Berlin have also issued a warning to the United States, which could definitively shatter the 2015 agreement by using the pretext of the embargo litigation to bring the Iranian case before the UN Security Council. 'UN.

Since the United States unilaterally denounced the agreement in 2018 and Iran responded by relaunching its uranium enrichment activities, the survival of this text has been hanging by a thread. Due to the many Iranian shortcomings observed over the past year, if the UN is seized, all the resolutions and sanctions in force against Iran before the 2015 agreement are automatically reinstated, unless the Security Council decides otherwise. inconceivable given the American veto law. Such a scenario would dissuade the Iranians from returning to the fulfillment of their obligations and would de facto end the agreement, fear the Europeans, who suspect the Americans of seeking this outcome.

First critical resolution of the IAEA since 2012

But things are changing. Paris, London and Berlin have for the first time clearly expressed themselves against it, displaying their unity in the face of Washington in passing, at a time when Brexit could encourage London to take another path. "We would not support such a decision," said the three ministers.

The three countries have also adopted Friday by the International Atomic Energy Agency (IAEA) a resolution admonishing Iran which refuses the inspection of two suspicious sites. The IAEA's Board of Governors has approved a formal Tehran order, which is also the first critical resolution to Iran issued since 2012. At this stage, the adoption of this text At first has a symbolic significance but can be the prelude to a transmission of the litigation to the Security Council of the UN authorized to take sanctions.
