• The proposal. The Government changes the distribution of the fund of 16,000 million and damages the autonomies most affected by the coronavirus

"The proposal is better, it is going in the right direction . " In the Presidency of the Valencian Generalitat they breathe relief after learning, as EL MUNDO announced, that the Government of Pedro Sánchez has finally decided to change the criteria to distribute the 16,000 million euros of the non-reimbursable fund among the autonomies, designed to help overcome the health and economic crisis.

Presidency sources emphasize that one of the Valencian claims was that said distribution be made based on the criteria of population and not so much due to the incidence of the coronavirus. The reason is none other than the fight that the Valencian Community maintains to resolve its starting situation of under-financing , recognized by the Ministry of Finance but still without solution while the reform of the autonomous financing system is not addressed. So despite the fact that Valencian is not one of the regions most affected by the pandemic in health terms - it will be in economic terms due to its exposure to tourism - the Valencian Government intended that this fund would serve to alleviate in some way the battered situation of its public coffers.

Hence, for the distribution of extraordinary funds, the thesis was maintained that the more population, the more money . This issue has even generated friction and not a few tensions within the Valencian Government. Chaired by the socialist Ximo Puig, his Compromís partners have taken advantage of the debate on the distribution of the fund to mark distances -and their own profile- with respect to the Executive of Pedro Sánchez. In recent weeks, the nationalists' criticism of the PSOE and Unidas Podemos Government have worsened significantly, to the point of voting against the extension of the state of alarm in the Congress of Deputies, arguing that was hurting the Valencians.

This issue, therefore, had put the President of the Generalitat, Ximo Puig, in a bind. Therefore, the change in criteria when it comes to distributing the resources of the fund is now valued positively from its environment. "It meets many of the demands made by the Generalitat, such as the increase in the weight of the population in the distribution criteria and the inclusion of an educational fund to offset expenses for the start of the course, " these sources highlight.

In this line, the inclusion of the mobility fund is also valued , since it must be taken into account that the fall in travelers and therefore in income has left public transport in a delicate situation. The new fund, according to Consell sources, will take into account the metro, commuter networks and intercity buses.

In fact, the main novelties are the new fund of 800 million for transportation and another for education of 2,000 million, which will effectively be distributed serving the school-age population.
