The project involves laboratory tests of blood and (or) urine in order to diagnose alcohol use only if the doctor - psychiatrist-narcologist identifies the symptoms of the disease.
Morjaretto recalled that the previous version of the project caused great outrage among drivers and specialists.
At the same time, the expert noted that the current project does not cause him “no rejection”.
“And earlier, during the medical examination, a specialist, if he suspected that a person, for some external signs or for some signs, clearly consumes large amounts of alcohol or possibly has problems with other prohibited substances, he could send for an additional examination. Now it is spelled out (in the draft. - RT ) a little more clearly and, accordingly, will not affect most of the drivers, ”concluded Morjaretto.
Earlier, the Ministry of Health proposed a project with changes in the procedure for medical examination of drivers.
Starting November 22, 2019, new rules for drivers' medical examinations were supposed to start in Russia, which provided for an increase in the volume of research and could lead to an increase in the cost of medical certificates.
The Prosecutor General’s Office called the new rules of medical examination of drivers a mistake of the Ministry of Health.
Subsequently, the Ministry of Health decided to postpone this innovation until July 1, 2020.
