The Government wants to tie the end of the state of alarm and the passage to what it has come to call "new normality" well tied. That is why the Council of Ministers will approve next Tuesday a Royal Decree-law "on urgent measures of prevention, containment and coordination to face the health crisis caused by Covid-19", which regulates how the pandemic will be controlled after the alarm state.

The decree, to whose draft EL MUNDO has had access, establishes the framework for the lifting of containment measures “in a gradual, asymmetrical way, coordinated with the autonomous communities and adaptable to the changes in orientation necessary depending on the evolution of the epidemiological data and the impact of the measures adopted ".

A series of restrictions is established that the autonomies must necessarily carry out. So, de facto, a large part of the precautionary measures of the state of alarm will be maintained, although they are already managed by the regions, and not by the single command.

In this way, the Executive ensures that it protects the "new normal", since all the commercial, sports, medical or social limitations that the decree will establish "will apply throughout the national territory until the Government declares the end of the situation of health crisis ». Why? The answer is very simple: To be prepared "before the possibility of new outbreaks" of coronavirus.

"The competent administrations must ensure compliance with" ... This is the most repeated phrase in the draft. The Government wants to entrust the autonomous regions with strict vigilance that all limitations are met. Among others, the strict compliance with the regulations of capacity, disinfection, prevention and conditioning of commercial establishments, as well as the binding mandate to carry out a PCR test on any "suspected case", ensure that the use of a mask is strictly adhered to and ensure there is sufficient sanitary material.

The autonomies must ensure compliance with the safety distance, from 1.5 to 2 meters, in educational centers, commercial establishments, sports facilities and cultural venues. "When it is not possible to maintain this safety distance, adequate hygiene measures will be observed to prevent the risks of contagion."

In the "new normal" the passenger transport sector will also be intervened, as in the state of alarm. The Executive will regulate the offer of seats and the volume of occupancy, and will compel Aena to place part of its staff and resources at the service of Health, for sanitary control of the entry of international passengers at airports.

The draft decree bears the signatures of the Ministers of Health, Salvador Illa, and Transport, José Luis Ábalos, and will be ready by the time some provinces, islands, and territorial units pass phase III and, "eventually", expire the validity of the state of alarm.

The autonomous communities will be able to decide, "according to sanitary and epidemiological criteria", the end of phase III in any of their areas. Of course, the decree alerts that "the current favorable evolution in the containment of the pandemic does not exempt the public powers from their duty to organize and protect public health through preventive measures and the necessary benefits and services."

The document justifies that post-alarm normality incentive measures should be taken urgently. For "the survival" of the pandemic, of course, but also for "the nature and unforeseeable evolution of the same", which advise "the immediate modification of those precepts provided in the legislation in force to deal with this type of situation, to in order to guarantee greater efficiency and coordination in the adoption of measures to face them ".

And it refers not only "to the future, in general," but also "at the present time, in the face of the contingency that would arise from the appearance of possible outbreaks of community transmission of the Covid-19."

But now "it is intended to complete" the de-escalation process "with the gradual lifting and definitive loss of effectiveness of the measures in all the territories if, as is foreseeable, all of them pass all the phases." More than half of Spain will enter Phase 3 on Monday, while Madrid and Barcelona, ​​among other areas, will continue in Phase 2.

"It has thus been intended to match the final process of de-escalation of containment measures with the maintenance of the state of alarm, so that the gradual and coordinated lifting of them, as foreseen in the Plan for the Transition towards a New Normality, it would allow not compromising the achievement of the containment objectives ”, justifies the draft of the royal decree-law. "In this regard, the favorable evolution of the situation registered during the fifth extension must be highlighted," congratulate the Ministries of Health and Transport.

Autonomous governments must also encourage the manufacture of "essential" medicines, and the obligation to supply all information to Health will be given "continuity". Even "new information duties are established in emergency situations for public health." And Health will continue to monitor drug manufacturers: it will control from its available stock to the quantity supplied in the last week or the sales forecast.

Other measures concern prevention in the workplace. Among them, the correct «arrangement of jobs», or the organization of shifts should be controlled to avoid crowds. Likewise, the maintenance of the basic hygiene measures that were approved in the state of alarm.

Finally, the autonomies will have to coordinate the residences with the hospitals, after the failure during the peak of the pandemic.
