The president of the Business Circle of Attention to People (CEAPS), Cinta Pascual , has transferred to Congress what she has experienced in the last three months of a coronavirus pandemic, which, in her opinion, can be summarized as the fact that the elderly lost their "right to universal health "when it was decided that these people should not leave these centers for their transfer to the hospital during the pandemic as a consequence of the collapse of the health system.

In this sense, the appearing party has recognized that the measure could have been better or worse, but she does denounce that "nobody" called them "to consult" if this decision was well taken or to ask them what they needed during the crisis.

In his appearance this Friday in Congress, he described the "loneliness" with which the nursing homes have faced the crisis generated by the Covid-19, recounting how he came to call "almost all the cabinet ministers" of the country to ask for help. and where, as he has pointed out, he only saw "reproaches between autonomous communities and parties".

Pascual explained before the Health working group of the Reconstruction Commission of the Lower House, that CEAPS is made up of residences from all over Spain that have 200,000 of the 385,000 places that exist in the different autonomies of the country. They are 67% small and medium-sized companies and 15% large groups that, as indicated, have in most cases been in the sector for more than 20 years.

Daily tests for residents

Pascual has indicated that this lack of communication led the authorities to request that residents with fever and cough be isolated, when the tests that have now been carried out have determined that 30% of them have been asymptomatic; or not to include residences among the essential work group until March 21, that is, without the option of obtaining protective equipment, a PCR test or without their employees having the same mobility as health workers or the security forces. .

"We demand tools," said Pascual, who explained that every day they had fewer employees and fewer hands to take care of the elderly, either due to infections or because all health personnel were asked to fight against Covid and in this sector they charge 50% more.

"I made calls to almost all the ministers' cabinets and the only thing I saw is reproaches between autonomous communities and between parties," said Pascual, who has defined the system of joint purchase of material as "error". As indicated, an order made by CEAPS at the beginning of April was stopped at customs and the organization received an email informing them that "it was not on the lists" and that the shipment would go to hospitals. "The epidemiological experts we consulted told us: 'This is a war and you are alone,'" he said.

After experiencing these situations, CEAPS claims two forms of work from now on. First, some short-term actions so that when faced with a possible reproach after the summer, the situations experienced in March and April are avoided. In this sense, it calls for daily tests for the elderly and protection measures for workers.

In addition, it calls for greater coordination between residences and the social health system for a model reform. Pascual asks that doctors and nurses visit the residences daily and does not have to depend on these centers calling or that there is greater communication between the two departments. The expert has also pointed out that if the situation continues like this, it will be "the most vulnerable" who will become "out of health" if a new epidemic returns.

Likewise, it calls for arranging more public places and improving the copayment system and an increase in financing for the sector, reaching levels close to 2% of GDP, like many of the countries around Spain, which currently invest 0 , 56%.

After the CEAPS president's intervention, most parties have highlighted the impact of this story. JxCat spokesman Ferran Bel has apologized to the employees and residents of these centers for political action during the crisis. Similarly, he has described Pascual's appearance as "brave and clarifying".

The deputy of Unidas Podemos Rosa Medel has reminded her, on the other hand, that CEAPS are entrepreneurs and not NGOs, so in this sector they are also looking for the business, while her PNV counterpart, Josune Gorospe , has reminded the person appearing that not everyone in the sector has "the same business values" as CEAPS.

Both the deputy for Citizens, Guillermo Díaz , and the spokesperson for the PP in this working group, Cuca Gamarra , have been interested in the current situation of the residences, if they already have unprotected equipment or if they have information on de-escalation in the event of possible outbreaks. . The popular ones have also questioned about the possibility of improving the dialogue between administrations and the sector. The PSOE, for its part, has defended the work of the Executive in this crisis, denying the possibility that the material purchased by CEAPS had been confiscated.

The president of the businessmen of the Unit has asked the parties not to look at the "visiting card" of these centers and if they "have a profit or not", because everyone believes in "honesty" and that the elders are looking for it it is "quality". "The pandemic has not even looked at foundations or SLs," he insisted, to point out that this crisis may "do something" in the future and has insisted that, being in a residence, the elderly should not believe that they do not have public services that correspond to them.
