Zaharova said that Russia believes that the United States and Britain's proposal to discuss the situation in Hong Kong in the UN Security Council is unacceptable. Zaharova said that the UN Security Council’s mandate only involves issues that directly threaten international peace and security. Attempts to fill the agenda of the UN Security Council with content that exceeds its mandate can only bring harm and reduce the efficiency and authority of this institution, which is vital to the modern international relations system.
