A decree published Monday in the Official Journal specifies the measures for the second stage of deconfinement from Tuesday, and if necessary provides for the possibility of localized reconfinements. It requires in particular the wearing of a mask to "anyone eleven years of age or older" on trains, planes, boats, in public transport and also in stations and airports.

Organization of transport, shops, schools and even weddings, wide use of masks: a decree specifies the measures for the second stage of deconfinement from Tuesday, and if necessary provides for the possibility of localized reconfinements. "Liberty is once again the rule and prohibition is the exception" for this phase 2 of deconfinement following the coronavirus epidemic, Prime Minister Edouard Philippe said on Thursday.

Wearing a mask always imposed in transport

Its decree published Monday in the Official Journal recalls the classification in green of a major part of the territory, only the departments of Île-de-France, Mayotte and Reunion being in orange because of their health situation. If travel will be authorized again without limit from June 2 throughout the territory, the decree states that the prefects may if necessary again restrict them in order to fight against the spread of the virus, at the departmental level or even more localized. Likewise, shops, schools or religious establishments could then be closed again.

In view of this phase 2, the decree recalls that "hygiene measures" and "social distancing" must "be observed in all places and in all circumstances". The wearing of a protective mask is compulsory for "anyone eleven years of age or older" on trains, planes, boats, in public transport and also in stations and airports. The mask is also prescribed for "middle school and high school students when traveling" as well as for staff of establishments welcoming children. However, teachers will not have to wear it "when they are teaching and are at least one meter away from the pupils".

The price of hydroalcoholic gels capped

The conditions for reopening cafes and restaurants in the green zone are also defined, with a separation of one meter between the tables and a limit of 10 people per table. In the orange zone, the reception of the public in these establishments is only possible on the terrace.
Weddings can again be celebrated: the decree authorizes the reception of the public for the "celebration of marriages by a registrar".

All restrictions taken under the health emergency must be reassessed on June 22. Finally, the decree caps the prices of gels or hydro-alcoholic solutions, as well as masks at "95 cents of all taxes included per unit, regardless of the distribution method".
