This coming Monday, June 1, the islands of La Graciosa, El Hierro and La Gomera, in the Canary Islands, together with the island of Formentera, in the Balearic Islands, premiere phase 3 of the de-escalation. These islands were the first to launch the de-escalation plan on May 4. At the expense of the Ministry of Health detailing the new guidelines for Phase 3 in the Official State Gazette (BOE) these are the news compared to the previous phases, as published by Health:

WHERE CAN I MOVE?

This new phase brings greater flexibility in general mobility, despite the fact that travel to different provinces is not foreseen until the fourth and final phase is entered. This point is yet to be determined, in any case, for interprovincial mobility to occur, both territories should be in the same phase of de-escalation.

SOCIAL CONTACT, WEDDINGS AND EVENTS

Social contact is allowed for non-vulnerable people or those with previous pathologies. Weddings for a larger number of attendees (to be determined in the BOE) and wakes for a larger number of people.

LABOR SPHERE

As for the workplace, during phase 3 protocols will be established for face-to-face reincorporation to companies, establishing staggered hours and promoting reconciliation measures.

WILL I HAVE TO CONTINUE USING A MASK?

The use of the mask will continue to be mandatory in this new stage of de-escalation as it has been used until now.

MALLS

The ban on the use of common areas and recreational areas of shopping centers is lifted. Of course, the capacity will be limited to 50% and the safety distance will be kept at 2 meters.

MARKETS WITH MORE POSTS

Open-air markets may increase their activity to 50% of the stalls or they may increase the area that allows a similar distance between stalls. This will be done at the discretion of the municipalities that must guarantee the safety distance of 2 meters between people.

BARS AND RESTAURANTS

In general, in the commercial sphere, the capacity will be limited to half, setting a minimum distance of 2 meters, and in restoration, the restrictions on capacity and occupancy will be relaxed somewhat, although strict conditions of separation between the public are maintained.

For premises, the capacity will be extended to a maximum of half its capacity as long as the separation of clients is guaranteed. Standing people with a minimum separation of 1.5 meters are allowed between customers of the bar.

In terraces: it will be limited to 50% of the tables allowed in previous years based on the municipal license. They could have tables if the city council allows more space respecting the table / surface ratio of 50%.

DISCOTHEQUES AND NIGHT BARS

Its reopening is allowed with a maximum capacity of one third.

100% public transportation services are expected to operate. Further,

OUTDOOR SHOWS

The open-air shows may be carried out before a maximum of 800 spectators, twice the number allowed in phase 2. As a condition, attendees must remain seated and respect the social distance of two meters. As for bullfighting, they will be allowed as long as a space of 9 square meters per attendee is guaranteed.

RECREATIONAL ACTIVITIES

The reopening of performing arts and musical rooms is planned with a capacity limit of 1/3. Likewise, those cultural acts and shows of less than 80 people in closed places may also open with 30% of their capacity.

The bulls could return. The squares, venues and bullfighting facilities can open with a capacity limitation that guarantees one person for every 9 square meters.

As for cultural shows, theme parks and outdoor leisure, they can open with less than 800 people (as long as they are seated and keeping the necessary distance).

Active and nature tourism and bathing on the beach are allowed, in safety and distance conditions.
