The State Duma adopted a law according to which from June 1 the size of monthly benefits for caring for children up to one and a half years for unemployed citizens will be increased. This initiative is part of a new package of measures to support citizens and businesses, which was adopted on May 22 in the third and final reading of the State Duma.

“Payments for children under the age of one and a half years are doubled. Moreover, they will be carried out not only to those who have lost their jobs, but will be paid everywhere. This is an extremely important decision, ”said Vyacheslav Volodin, Chairman of the State Duma.

On the website of the State Duma, it is noted that payments for caring for the first child will be increased, which previously amounted to 3,375 rubles. Now this amount will double - up to 6,752 rubles. In this case, the benefit will be paid for each child, regardless of the order of birth.

The need to increase benefits during the meeting on May 11 was announced by President Vladimir Putin. He noted that such a benefit is usually received by young parents, including students.

“It is important to support them. I propose to double the minimum amount of childcare allowance from 3,375 rubles to 6,751 rubles, ”the head of state said.

The corresponding amendment is included in a large package of measures to counter the consequences of the coronavirus pandemic. The law provides for new mechanisms to support citizens and businesses in the context of the spread of infection, including assistance to families with children, the tourism industry, tenants and self-employed. 

In addition, the law protects lump sum payments of 10 thousand rubles for each child from three to 16 years old from penalties for enforcement proceedings according to court decisions that have entered into force.

“Many families are now in a difficult situation, they have debts, and we believe that it will be wrong if the money that the President of the Russian Federation proposed to send to direct assistance to citizens, families with children, as a result, turn out to be from creditors, will be written off for the debt. These funds must be protected against write-off. The material assistance offered by the president should be brought to all families, ”RIA Novosti quotes the words of the first deputy head of the United Russia faction Andrei Isaev.

Valery Ryazansky, First Deputy Chairman of the Federation Council Committee on Social Policy, recalled that before the law was adopted, non-working young mothers caring for a child and having no experience received a minimum allowance of a little more than three thousand rubles.

“In his speech, the president instructed the government to double this figure. Considering that this increase can only go by law, it was necessary to promptly make changes in the form of an amendment to the large basic law. These families will receive benefits twice as much. It will be about 6750 with something rubles. And if there are two children, by this time, by one and a half years, or twins, then naturally, it will be a little more than 13 thousand rubles, ”he explained.

Ryazansky added that the initiative is designed to support citizens who have not yet managed to earn seniority.

“There are not so many of them, such families, but nevertheless, such support during this period will be very timely. Moreover, it is not done for the period of the spread of coronavirus infection, it is done for the future, ”he told RT.

The head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, Yaroslav Nilov, also noted that the measure will allow unemployed parents to receive twice as much monthly funds for a child. This also applies to students who do not work, but have already become parents.

“This initiative was voiced by the president. The same amount is paid for each child, and for the first child this amount is doubled and amounts to about 6,700 rubles per month if a woman has a child under the age of one and a half years and is unemployed. That is, if she would work, she would be an insured person, and from the Social Insurance Fund, she would be paid the corresponding allowance, which is calculated as the average earnings for the last two years, multiplied by a factor of 0.4. Since it does not work, it is accordingly an uninsured person. In any case, a woman has the right to receive these funds from the budget, ”he said in a conversation with RT.
